Can u call China a dirty player in trading?

I was reading the article on USA today newspaper and its was sayin that because of the cheap labor, subsidies and depressed currency of yen, the China's manufacturers(i.e companies) have unfair advantage over the American's company. with the trade deficit greater than 18.5% than last year during the same time, lawamakers in USA wants to impose tough tariffs and restricts on China's products.
The question is why the government in USA cant give the companies more subsdies or more tools to compete in free market instead of crying the foul play with anyone who outplyaed them?
